This motion was granting approval of the revised final plat for Old Mill Village Cluster Subdivision Phase 1 with the stipulation that a guarantee be provided for the connection to Burton Lane and that the connection to Burton Lane be completed before occupancy. In the revised plan, the first 58 lots could be developed before creating the connection. The motion passed three to one. |

Capital Facilities Plan Update
This motion declared 1. Shorelands Drive and the extension of Sunset Drive be only 40' of pavement in a 66' wide right-of-way; 2. Shorelands Drive west of Sunset Drive extended is a project improvement; 3. Sunset Drive extended to Shorelands Drive and Shorelands Drive east of that extension are system improvements; 4. Burton Lane from Via La Costa to Main Street is a combination of system improvements and project improvements; 5. Laurelwood Drive from 700 East to 500 East is a combination of system improvements and project improvements. The fundamental question is whether the changes are intended to provide services to service areas within the community at large (system improvements) or to provide service for development and are necessary for the use and convenience of the occupants or users of development (project improvements). The motion passed four to one. |

Davis County Library Merger Study
This motion declared that the City Council negotiate an interlocal agreement with the Davis County Library to further study the possibility of a merger of the Kaysville City Library into the Davis County Library. The estimated cost of preparing the Kaysville library building would be between $50,000-$100,000, to be split between the county and Kaysville city. If the merger were to occur, any materials contributed by the Blood Trust would be available to the entire county system. The motion passed three to one. |

200 North Railroad Crossing
This motion was to proceed with design of an overpass in support of commercial and commuter railway systems located off 200 North. According to the city manager, an underpass will cost approximately $16 million while an overpass will cost approximately $13 million. An underpass would probably be better for residential homes immediately west of the railroad tracks, however drainage would be an ongoing maintenance concern and it could negatively affect businesses on 600 West. An overpass might be unsafe in icy conditions. The motion passed three to one. |

Pheasantbrook North Cluster Subdivision Amendments
This motion was to allow developer Richmond American to build new two-story homes on a development that previously had a restriction that limited homes to a single story. The original developer, Fieldstone Homes, had negotiated the restriction with the residents of a neighboring plat, but after selling the land to Richmond American neglected to clarify the restriction to them until after a two-story house was near completion. The house stands and a settlement was reached, but some neighbors continue to oppose construction of additional two-story homes. The motion passed four to one. |
